On April 4, 2023, Ontario Immigration Nominee Program (OINP) issued a total of 889 invitations under the three OINP streams. Ontario Immigration Nominee Program issued 752 invitations to apply (ITAs) for the Master’s Graduate stream. The minimum score of this round was 52 points, 8 points more than it was in the previous draw.
On April 4, 2023, Ontario also invited 131 candidates under the Ph.D. Graduate Stream. The minimum score for this draw was 48 points.
In addition, the province invited six candidates in the targeted draw for the federal Economic Mobility Pathways Project under the OINP’s Foreign Worker stream.
So far, Ontario has issued invitations to 11,582 candidates under all streams in 2023.

OINP Masters Graduate Stream
International students who have obtained a master’s degree from an Ontario university that qualifies can immigrate permanently to Ontario under the province’s Masters Graduate Stream without having to have a job offer.
In order to apply to Immigration, Refugees and Citizenship Canada (IRCC) for permanent residence in Canada, applicants must first receive a provincial nomination from the Ontario Immigrant Nominee Program (OINP), provided they meet the program’s educational, language, and other requirements.
OINP Ph.D. Graduate Stream
International graduates with an Ontario Ph.D. degree have the option to apply to live and work permanently in Ontario through the Ph.D. Graduate stream.
Before submitting an online application to be nominated for permanent residence by the Ontario government, you must first register in the OINP’s Expression of Interest System and receive an invitation to apply.
OINP’s Foreign Worker stream
Foreign workers with a job offer in a skilled occupation can apply to live and work permanently in Ontario through the Employer Job Offer: Foreign Worker stream.
Your job offer must be for a skilled occupation in the National Occupational Classification TEER (Training, Education, Experience, and Responsibilities) classifications 0, 1, 2, or 3. (NOC). Foreign workers both inside and outside of Canada are eligible for this stream.
