On March 7, 2024, the Government of Prince Edward Island announced the changes to international student study permits. PEI post-secondary institutions will now issue a provincial attestation letter (PAL) for inclusion in federal applications to Immigration, Refugees and Citizenship Canada (IRCC).
The PAL system, managing 2,000 new student study permit applications from January 22, 2024, to January 22, 2025, requires institutions to validate prospective students with the Province. The three public post-secondary institutions—College de l’Ile, Holland College, and the University of Prince Edward Island—will receive 105, 710, and 1185 PALs, respectively, prioritizing their allocation. Once an institution exhausts its allotment, new PALs will be considered only when the federal government grants a fresh allotment.
PEI’s PAL System: A Guide for Student Study Permits
The newly introduced Provincial Attestation Letter (PAL) system is set to revolutionize the study permit application process. PEI post-secondary institutions, including College de l’Ile, Holland College, and the University of Prince Edward Island, will issue PALs to prospective international students. These PALs will serve as crucial components of federal applications submitted to Immigration, Refugees, and Citizenship Canada (IRCC).
To maintain efficiency and fairness, the PAL system operates on a dynamic basis. Once an institution exhausts its allocated PALs, further applications will only be considered when the federal government grants a fresh allotment. This adaptive approach ensures that resources are allocated judiciously and in accordance with evolving needs and priorities.
Prince Edward Island’s adoption of the PAL system marks a significant milestone in the realm of international student mobility and immigration. By empowering post-secondary institutions to play a more active role in the application process, PEI demonstrates its commitment to providing a welcoming and supportive environment for international students. Through strategic allocation, prioritization, and adaptive management, the PAL system sets a precedent for efficient and transparent immigration processes in Canada.
