Canada held a new PNP draw under the Express Entry system on February 15, 2023, Immigration, Refugees and Citizenship Canada (IRCC) issued 699 Invitations to Apply (ITA) to candidates under the Provincial Nominee Program (PNP) in the second PNP-targeted draw of the year. In round #241, the cut-off score was 791 points.  The tie-breaking rule for this round was February 8, 2023, at 18:09:01 UTC. As of February 15, 2023, there were 240,264 profiles registered in the Express Entry pool, 849 more than the previous update. In 2023, in total, Canada issued 15,892 invitations.
