The Government of Newfoundland and Labrador will provide over $11 million to help nearly 2,800 Ukrainians settle in the province under the Ukraine Job Connect program. This funding includes housing support, a new initiative called Ukraine Job Connect that helps employers hire Ukrainians, and access to English classes.
In addition, the homestay hosting program offers approved families $1,000 per month for up to five months. Ukrainians can also receive up to $6,000 to help with moving expenses. The government also offers a $3 million fund for innovative housing projects, such as repurposing vacant property and co-housing initiatives. Employment services are also available, including a 42-week wage subsidy for eligible employers and training for jobs in various sectors.
Ukrainians are also offered the following housing and settlement help:
- reusing vacant property;
- aid with maintenance and repairs to housing; and.
- co-housing programs.
Ukraine Job Connect program
Together with the Association for New Canadians, the Regatta Plaza Employment Centre staff in St. John’s serves Ukrainians with centered employment assistance. Staff members support recently arrived Ukrainians by connecting them with employers that are eager to fill vacant positions through the new Ukraine Job Connect program. Additionally, Newfoundland and Labrador’s 19 job centers offer these services. Ukrainian job seekers can visit the website and learn more about available positions in Ukraine.
- Ukraine Job Connect Program offers the following employment assistance
- A wage subsidy of 42 weeks (up to $12 per hour for eligible employers; 70% for the first 14 weeks, 60% for the second 14, and 80% for the third 14 weeks)
- short-term training that involves employment (e.g., preparing for work in the building industry, in retail, or in restaurants);
- placing skilled Ukrainians in touch with companies wanting to fill positions;
- assistance with immigration, language learning, and credential assessment; and
- assisting employers with training in cultural competency and settlement support.
Ukrainians who come here do not instantly eligible for permanent residency status or for a full year of government income support, unlike all other government Government-Assisted Refugees. Ukrainians are particularly vulnerable as a result, and they are in urgent need of both full-time jobs and permanent housing.

CANADA UPDATED INSTRUCTIONS FOR THE SAFE THIRD COUNTRY AGREEMENT
Honourable Gerry Byrne Minister of Immigration, Population Growth and Skills Stated:
“More than twice as many Ukrainians as we airlifted here are now living permanently and nearly as many are working, but we aren’t stopping there. We must do more to ensure that Ukrainian families have access to the same broad support that we do if we want them to “set roots” and become Newfoundlanders and Labradorians. A major step toward achieving that goal has been made with today’s announcement of $11 million in employment and housing support, provided in association with the Association for New Canadians.”
