IRCC proposed new Express Entry categories On January 12, 2023, Immigration, Refugees and Citizenship Canada (IRCC) conducted public consultations with stakeholders to adjust the Express Entry application management system in response to Canada’s economic needs and labor shortages. 

 

To accomplish this goal, the department has crafted Express Entry categories that prioritize specific credentials such as educational background, work experience, and understanding of official languages over the Comprehensive Ranking System (CRS) score. 

 

IRCC is actively seeking public input regarding selection priorities for immigration that could alleviate chronic economic and labor force shortages. All contributions must be submitted by January 16, 2023, to be considered. 

 

Through the Federal Skilled Worker Program, the Canadian Experience Class, or the Federal Skilled Trades Program, skilled workers may apply for permanent residence under the Express Entry system.

 

Possible Express Entry Categories

The IRCC is considering adding a category for work experience in specific industries or occupations that have a chronic labor shortage. During the consultation process, the IRCC asked that respondents identify areas of the labor market where there are chronic shortages of workers and make recommendations for how immigration can complement Canada’s workforce force.

 

The most popular occupations invited to apply for permanent residence through Express Entry between 2019 and 2021 were:

  • food service supervisors.
  • administrative assistants.
  • financial auditors and accountants.
  • retail sales supervisors.
  • software engineers and designers.
  • professional occupations in advertising, marketing, and public relations
  • cooks.
  • computer programmers and interactive media developers.
  • information systems analysts and consultants.
  • user support technicians.
  • restaurant and food service managers.
  • administrative officers.

 

Getting international graduates to permanent residence 

According to the IRCC, an Express Entry selection category for international student graduates could more effectively address critical shortages. For example, graduates from Designated Learning Institutions with a degree or diploma in a field that is in demand could be included in a new Express Entry category.

 

Since they are proficient in at least one official language, hold Canadian academic qualifications, and have worked in Canada, international student graduates are ideal candidates for permanent economic immigration, according to the IRCC  they will be able to support Canada’s economy for many years to come.

 

Converting temporary foreign workers to permanent residents. 

Express Entry could respond more quickly to continuing economic demands if it included a selection category for transferring talented temporary foreign workers, similar to how it does with international students.

Temporary workers are excellent candidates for permanent residency because they might find employment in their fields.
