IRCC Invites Francophone Candidates Under Express Entry

On November 15, 2024 IRCC invites French-speaking candidates in its effort towards enhancing bilingualism and further diversity in Canada. In the Express Entry round #324, IRCC invited 800 French-speaking candidates to apply for permanent residency.

This Francophone-specific round focused on applicants and had a cut-off of 478 CRS score. It was the highest score of the year, according to CRS, in that category. The cut-off score compared to the previous draw, which took place on October 10, 2024, rose by 34 points. The round had tied up on November 07, 2024, at 13:12:03 UTC.

Why Target Francophone Candidates?

Outside of Quebec, the government of Canada actively promotes French-speaking immigration to ensure Francophone communities thrive across Canada. IRCC’s renewed focus on Francophone candidates is consistent with its strategy to support Canada’s economic, social, and cultural needs in addition to a strengthened bilingual identity.

Up until 2024, the country has issued a total 92,768 ITAs through Express Entry and also 22,200 Francophone candidates. In this way, significant efforts were made through ISS to attract skilled French-speaking people.

What Makes this Draw Significant?

  1. Increase in CRS Cut-Off:
    The cut-off score of 478 points marked excellence and competitiveness in the Francophone category. This cut-off was significantly higher than that of the previous Francophone draw-the fruit of great demand for elitist candidates.
  2. Record Year for ITAs:
    With 22,200 Francophone ITAs issued so far, 2024 highlights Canada’s progress in prioritizing bilingualism while ensuring skilled professionals contribute to its workforce.
  3. Support for Francophone Communities:
    By inviting French-speaking candidates, Canada not only fulfills its immigration quotas but also enriches the cultural fabric of Francophone minority communities outside Quebec.

How to Qualify for a Francophone Express Entry?

To qualify for the Francophone-specific draw, applicants must:

  • Test French language proficiency with any of the recognized tests, e.g. TEF or TCF.
  • Satisfy the minimum CRS score obtained at the draw process.

The proficiency in French will add a significant number to the CRS score, especially other factors like age, education, and work experience.

What is a Francophone Express Entry?

Francophone Express Entry is the targeted immigration pathway within the Express Entry system of Canada to welcome skilled candidates who are French-speaking outside the province of Quebec. It is not a separate program but comprises certain draws through which IRCC invites candidates with demonstrated proficiency in the French language. 

Immigration, Refugee and Citizenship Canada demands eligible candidates must fall within one of the three Express Entry programs: FSWP, FSTP, or CEC. The last one requires a decent score on the Comprehensive Ranking System.

Native French speakers who have passed certain tests may also obtain other points, which may increase one’s chances of an Invitation to Apply for permanent residence. This initiative supports Canada’s efforts to strengthen Francophone communities outside Quebec and promote bilingualism across the country, as IRCC invites applicants who contribute to the diversity and vitality of these communities.

Is it hard to get CLB 5 in French?

It is generally fair to assume that those who have reached a basic or intermediate level of proficiency in French can normally achieve CLB 5. When at CLB 5, the candidate is expected to demonstrate the ability to understand and communicate simple ideas in both spoken and written French.

So, the ability will be needed in terms of practice of everyday vocabulary, grammar rules, and conversational skills. For example, referring to the score level equivalent of CLB 5, falling under a score range of moderate in listening at about 181-216 and in reading and writing and speaking at 151-180, 226-270 points on the TEF Canada or TCF Canada. Because IRCC invites candidates in different proficiency levels, CLB 5 more often forms a critical threshold to which candidates who want to meet the immigration language requirements are channeled.

One does not need fluency, but practice regularly and, more especially, prepare with language resources, tutoring, or immersion strategies may be sufficient to meet that demand.
