Newfoundland and Labrador, Nova Scotia, and Saskatchewan had the highest percentage of internationally educated healthcare professionals (IEHPs) working in their fields in 2021, with 74%, 68%, and 67%, respectively.
Ontario had attracted the most significant number of IEHPs, with 116,310 residing there in 2021. IEHPs were most likely to be nurses, with one-third studying nursing.
The fields of study varied by province, with:
- Prince Edward Island has the highest percentage of IEHPs studying nursing at 53%,
- Newfoundland and Labrador has 30% trained to be physicians, and
- Ontario has the highest proportion of IEHPs studying dentistry at 10% or pharmacy at 9%.

According to the report’s authors, “There were an estimated 259,695 internationally educated healthcare professionals (IEHPs) aged 18 to 64 residing in Canada in 2021, accounting for 13% of all Canadians in the same age group with post-secondary education in a health field, excluding temporary residents.”
These IEHPs in Canada’s healthcare system were most likely nurses.
“About one-third of IEHPs in Canada studied nursing,” according to the survey. “Those who trained to be physicians came in second at 15%, followed by those who studied in the fields of pharmacy at 8% and dentistry at 8%.”
The significance of immigrants to provincial healthcare systems and their specific fields of study varies significantly across Canada.
The great majority of these healthcare professionals, seven out of ten, are women under the age of 50.
“About half of IEHPs immigrated to Canada between the ages of 25 and 34,” the research said. “Nearly one-third of all IEHPs had arrived in Canada recently (between 2016 and 2021).”
Registered nurses with a university degree in nursing, registered psychiatric nurses with a bachelor’s or postgraduate degree in psychiatric nursing, and licensed practical nurses with postsecondary degrees in nursing are all accepted in Canada.
