The Immigration Minister issued statements on international student distribution across provinces and territories

On April 5, 2024, Marc Miller, Minister of IRCC, announced the international student distribution across provinces and territories in 2024. The cap is set at 485,000 permits, with an expected 20% extension rate. This leads to a revised target of 364,000 approved permits. Considering a 60% approval rate, the application cap is 606,000. 

Exemptions are given to certain groups, resulting in a final target of 236,000 approved permits, roughly equivalent to 393,000 applications. Allocations were distributed based on each region’s population share, with adjustments made to limit growth and support immigration goals. Provinces with lower approval rates received additional allocations. The total allocation is approximately 552,000 applications, expected to yield about 292,000 approved permits, a 28% reduction from 2023.

Allocation Distribution Across Provinces and Territories

“IRCC distributed the adjusted number of study permit applications, 393,000, according to the population share of each province and territory. According to this model, some provinces and territories would have more students in 2024 than in 2023, while others would have fewer new students.

“For provinces that would receive more international students in 2024 than in 2023 based on population share, we adjusted their allocation to limit growth to 10% over 2023.”

“For provinces that would receive fewer international students in 2024 than in 2023, we adjusted their allocation to mitigate the negative impact in the first year while also supporting regional immigration goals.

“IRCC also increased allocations for provinces with approval rates lower than 60%. The top-ups will assist provinces with lower approval rates in meeting their expected number of approved study permits by 2024.

“As a result, approximately 552,000 study permit applications have been allocated to provinces and territories within the national cap. These allocations are expected to result in approximately 292,000 approved study permits, a 28% reduction from 2023 for the groups covered by the cap.

Minister Marc Miller’s announcement of provincial allocations for study permits in 2024 reflects a concerted effort to optimize international student distribution across provinces and territories. Through strategic planning and targeted adjustments, the government aims to achieve a more balanced and sustainable immigration landscape while upholding Canada’s reputation as a global education destination.
