Manitoba Invites Skilled Workers and International Graduates Under International Education Stream in MPNP Draw #249

July 10, 2025 – New Immigration Chance for Canada-bound Applicants. In a welcome boost to potential immigrants on the International Education Stream and skilled worker streams, Manitoba has again shown its resolve to bringing global talent to the province with its newest invitation round under the Manitoba Provincial Nominee Program (MPNP). On July 10, 2025, Manitoba conducted Draw #249, inviting highly skilled workers and recent overseas graduates, bolstering the province’s workforce and supporting long-term economic growth.

This draw reaffirms Manitoba’s proactive role in Canada’s broader immigration strategy and presents an exciting pathway for those seeking Permanent Residency (PR) in one of Canada’s most welcoming provinces.

Strategic Recruitment Through Skilled Worker Streams

In this round, the MPNP issued 27 invitations to candidates in the Skilled Worker in Manitoba and Skilled Workers Overseas streams. These streams are intended to respond to existing labor market requirements by welcoming professionals with the training, education, and experience needed to make an effective contribution to the economy of Manitoba.

These applicants were reached out to with a thoughtful recruitment program, with a scoring minimum of 673—a standard that translates competitiveness as well as the considerable need for top talent.

The Skilled Worker streams continue to be a key part of the MPNP, giving preference to individuals already established in Manitoba’s labor market or who otherwise have close connections to Manitoba, including employment, family ties, or previous education in Manitoba. Combined with the International Education Stream, these routes enable Manitoba to bring both established professionals and international students ready to contribute to the province’s sustained growth.

Focus on International Education: Graduate Internship Pathway (GIP)

Apart from skilled laborers, the province also continues to welcome the promise of its international student population. 40 candidates were invited under the Graduate Internship Pathway (GIP), which is one of the important categories under Manitoba’s International Education Stream, in Draw #249. The stream is designed especially to retain and attract international graduates who have studied in Manitoba and are ready to help the province’s workforce.

The Graduate Internship Pathway, part of the International Education Stream, is designed for international graduates of Manitoba post-secondary schools who have graduated with a master’s or doctoral degree and have completed a paid internship in a field related to their field of study. This pathway ensures smooth transition from academic success to gainful employment and eventual long-term settlement in the province.

By ranking international graduates under the International Education Stream, Manitoba emphasizes its aim to hold on to top talent developed in the province—a strategy favoring innovation, research, and prepared industries for the future.

Express Entry Integration Strengthens Federal-Provincial Synergy

One of the interesting things about this round is the alignment with Canada’s Express Entry process. Of the 67 invitations issued, 29 of the candidates had active Express Entry profiles. These candidates were issued a Provincial Nomination Certificate, which greatly improved their Comprehensive Ranking System (CRS) score by 600 points and put them in good standing to be issued an Invitation to Apply (ITA) for permanent resident status from Immigration, Refugees and Citizenship Canada (IRCC). 

This integration between provincial and federal immigration streams—highlighting the major categories like the International Education Stream—is a guarantee that the candidates not only fulfill Manitoba’s regional requirements but also fit into the overall economic and demographic targets of Canada.
