According to the Immigration, Refugees and Citizenship Canada (IRCC) data, immigration to Canada increased by nearly 40% in the first two months of 2023 compared to the same period last year.
Canada admitted 100,430 new permanent residents in January and February 2023 – a dramatic increase from 72,815 permanent residents accepted in the first two months of 2022. This increase shows that if this trend continues throughout the rest of 2023, it will be a record year for immigration to Canada.
If immigration at that rate continued for the rest of 2023, Canada would welcome 602,580 new permanent residents this year, significantly over Ottawa’s target of 465,000 new permanent residents.
According to Ottawa’s 2023-2025 Immigration Levels Plan, 485,000 new permanent residents will come to Canada in 2024 and another 500,000 in 2025.
2023-2025 Immigration Levels Plan
The recently released Immigration Levels Plan for 2023–2025 shows that the Canadian government is increasing its immigration goals once again. Canada aims to accept 500,000 new permanent residents in a single year by the year 2025. According to the suggestion, presented by Minister of Immigration Sean Fraser on November 1, 2022, Canada hopes to accept 1.45 million new permanent residents over a period of three years, representing all immigration categories.

- Caregivers

- Quebec Skilled Workers and Business
Total Economic Target: 266,210
Family Programs Immigration programs include:
- Spouses, Partners, and Children
- Parents and Grandparents
In Family Program Tarteg: 106,500
Refugees and Protected Persons Programs include:
- Protected Persons in Canada and Dependents Abroad
- Resettled Refugees – Government-Assisted
- Resettled Refugees – Privately Sponsored
- Resettled Refugees – Blended Visa Office-Referred
Total Refugees and Protected Persons Target: 76,305
Total Humanitarian & Compassionate and Other Target: 15,985
The targets for principal applicants, spouses, and dependents who land through Express Entry will increase to 82,880 in 2023, 109,020 in 2024, and 114,000 in 2025. Targets for the PNP will rise to 105,500 in 2023, 110,000 in 2024, and 117,500 in 2025. It will continue to be Canada’s top program for admitting immigrants from economic classes immigrants
By November 1 of each year, hypothetical targets and ranges will be confirmed or adjusted for 2024 and 2025.
