On July 7, 2023, Immigration, Refugees and Citizenship Canada (IRCC) held the first Express Entry draw for Francophone candidates, selecting candidates for French language proficiency.
In round #256, IRCC issued 2,300 Invitations to Apply (ITA) to qualified candidates.
This round had the lowest cut-off score of 2023 – 439 points!
The tie-breaking rule for this round was January 20, 2023, at 17:18:32 UTC.
As of July 4, 2023, there were 214,529 profiles registered in the Express Entry pool.
This year 2023, Canada issued 64,548 ITAs through the Express Entry draws. There were 45, 115 candidates in the whole of 2022.
Canada started conducting draws that specifically target certain candidate profiles this week. Candidates in the fields of healthcare, STEM, and French have received invitations, along with an all-program draw.
On May 31, 2023, the Government of Canada launched a category-based selection for Express Entry, allowing IRCC to invite prospective permanent residents with specific skills, training, or language ability. This year, invitations will focus on candidates with strong French language proficiency or experience in:
- healthcare,
- STEM professions,
- trades,
- transport,
- agriculture, and
- agri-food.

First Express Entry draw for Francophone candidates Invitations
According to Ottawa News Update on July 07, 2023: The French language is an important part of Canadian culture. We need to work together to build a country where everyone can flourish in the official language of their choice. Given the significance of boosting the vibrancy of French-speaking minority communities across the nation, Canada’s Express Entry system has been modified to offer a quick and easy pathway for immigrants who speak French.
Canada seeks to encourage economic growth through Francophone immigration outside of Quebec while acknowledging that this enhances and develops these communities by giving priority to the invitation of French-speaking newcomers.
Minister Fraser announced updated statements regarding Express Entry’s category-based selection on May 31. By encouraging individuals who have specific work experience or fluency in French to apply for permanent residency, these adjustments assist in addressing labor shortages that serve a particular economic objective.
Express Entry draws 2023
On May 31, 2023, Canada announced the category-based selections for Express Entry. Except for these category-based draws Canada has already had 11 all-program draws, including four PNP, two occupation-specific, and one each for francophone candidates and Federal Skilled Workers.
