Immigration Minister announced Canada’s new Tech Talent Strategy

Tech Talent Strategy

On June 27, 2023, Sean Fraser, Minister of Immigration, Refugees and Citizenship Canada (IRCC), launched Canada’s first-ever Tech Talent Strategy at Collision 2023. The strategy aims to help businesses in Canada compete by attracting highly skilled workers in in-demand occupations and promoting Canada as a destination for digital nomads.

The strategy includes:

  • creating an open work permit stream for H-1B visa holders,
  • expanding the Innovation Stream under the International Mobility Program,
  • improving the Start-up Visa Program, and increasing spots for applicants.
  • a return to the Global Skills Strategy’s 14-day service requirement for work permits.
  • promoting Canada as a place for digital nomads to live.
  • the establishment of a STEM-specific draw as part of category-based selection to send out more invitations to apply through the Express Entry program

The government will prioritize applications supported by venture capital, angel investor groups, and business incubators. The goal is to attract the skills and business talent needed to create jobs for the future.

What are new SUV Improvements in Tech Talent Strategy?

The Start-up Visa Program improvements include:

  • With more increases projected for 2024 and 2025, extra slots to this program for 2023.
  • Instead of only being available for one year, work permits will now be available for up to three years.
  • Instead of being restricted to working for their own start-up, applicants would have the option of applying for an open work visa.
  • Instead of limiting this three-year open work permit to those who are absolutely necessary and urgently required in Canada, make it available to every member of the entrepreneurial team.
  • Applications supported by venture capital, angel investor businesses, and company incubators that have committed funds are given priority, as well as those supported by business incubators that are members of Canada’s Tech network.

In order to ensure that Canada not only fills in-demand jobs today but also attracts the skills and business expertise necessary to generate the employment of the future, the Canadian government is embracing Canada’s increasing role as a global leader in tech talent recruitment and attraction.
