  4. Performance Agreement and Nomination: Once successful candidates have a business proposal accepted, they sign a Performance Agreement outlining their commitments of what they will undertake. After the Performance Agreement has been signed, such a candidate is nominated by the province, and this nomination is subsequently used in an application for permanent residence with Immigration, Refugees, and Citizenship Canada (IRCC).
