Canada held a new PNP draw under the Express Entry system

Canada held a new PNP draw under the Express Entry system on February 15, 2023, Immigration, Refugees and Citizenship Canada (IRCC) issued 699 Invitations to Apply (ITA) to candidates under the Provincial Nominee Program (PNP) in the second PNP-targeted draw of the year. In round #241, the cut-off score was 791 points.  The tie-breaking rule for this round was February 8, 2023, at 18:09:01 UTC. As of February 15, 2023, there were 240,264 profiles registered in the Express Entry pool, 849 more than the previous update. In 2023, in total, Canada issued 15,892 invitations. Details of the New PNP draw under the Express Entry  On February 15, 2023, the fifth Express Entry draw of the year was placed. 699 invitations to apply (ITA) were sent out to PNP candidates in Express Entry draw 241 with a minimum Comprehensive Ranking System (CRS) score of 791.  Only candidates in the Provincial Nominee Program were qualified for the draw. In 2023, this was the third program-specific draw; the first two were held on February 1 and 2, respectively. Only candidates who had already received provincial nomination were invited to the February 1 draw, whereas the Federal Skilled Worker Program's draw on February 2 was program-specific (FSWP). Express Entry Draws 2023 Express Entry has had a unique beginning to the year thus far. From the end of November 2022 to the beginning of January 2023, draws had been delayed for 11 weeks due to what was probably an IT system issue. On Wednesday afternoons, draws have typically been held every two weeks. However, the second draw of the year took place on January 18th, a week after the first draw on January 11th. Two weeks later, the third draw did occur as scheduled Express Entry via the Provincial Nominee Program  Along with submitting nominations for foreign nationals through the current paper-based process, provinces and territories (PTs) that run Provincial Nominee Programs (PNPs) can also submit nominations for candidates through the Express Entry pool. Candidates who are selected by a PT receive an additional 600 points in the Comprehensive Ranking System (CRS), which is typically enough to encourage an invitation to apply (ITA) at the subsequent round of invitations, subject to the total number of nominations available for that PT and Immigration, Refugees and Citizenship Canada's (IRCC) ministerial guidance for each specific round of invitations. The BCPNP issued 169 invitations to skilled workers and tech candidates

On February 28, 2023, British Columbia issued new invitations in the Skilled Workers International Graduate categories of the British Columbia Provincial Nominee Program (BCPNP). In the Tech-targeted draw, BC issued 145 invitations with a minimum score of 83 points.  In the Childcare-targeted draw for early childhood educators (NOC 42202), the province invited 18 candidates who scored 60 points. In the Healthcare-targeted draw, the province issued six invitations. In this draw, the province invited up to 169 candidates.  Including this draw, in 2023, British Columbia issued 2,031 invitations. India is the top source country of newcomers to Canada

India remains the primary source of newcomers to Canada, accounting for over a quarter (25%) of all permanent residents in the country.  Last year, 118,095 Indians landed as permanent residents - an impressive six-fold increase compared to Canada’s second-highest source country for new immigrants - China. In 2022, there were only 31,815 Chinese landed immigrants in Canada. Additionally, this number is twice as large as British Columbia, the 2nd province. 377,785 international students were registered in educational institutions across other Canadian provinces in 2022.
