On December 14, 2023, the Ontario Immigrant Nominee Program (OINP) conducted an invitation draw under the HCP Stream. The OINP issued 2,359 targeted Notifications of Interest (NOIs) to tech professionals with work experience in 15 National Occupational Classification (NOC) codes.
Invited candidates’ comprehensive ranking system (CRS) Express Entry score was between 473 and 480 points. This year, the province has invited 17,502 candidates through fourteen Express Entry Human Capital Priorities Stream draws.
In 2023, Ontario issued 41,923 invitations under all streams of OINP.
Candidates were only notified if they had a comprehensive ranking system (CRS) score of 473-480 and work experience in the following national occupational codes (NOCs):
- NOC 20012 – Computer and information systems managers
- NOC 21211 – Data Scientists
- NOC 21220 – Cyber Security specialists
- NOC 21221 – Business system analysts
- NOC 21222 – Information systems specialists
- NOC 21223 – Database analysts and data administrators
- NOC 21230 – Computer systems developers and programmers
- NOC 21231 – Software engineers and designers
- NOC 21232 – Software developers and programmers
- NOC 21233 – Web designers
- NOC 21234 – Web developers and programmers
- NOC 21311 – Computer engineers (except software engineers and designers)
- NOC 22220 – Computer network technicians
- NOC 22221 – User support technicians
- NOC 22222 – Information systems testing technicians
OINP HCP Stream
The Ontario Human Capital Priorities Express Entry Stream is one of the Express Entry Streams of the Ontario Immigrant Nominee Program (OINP), a Provincial Nominee Program (PNP) operated by the province of Ontario. Human Capital Priorities utilizes a merit-based system to identify and nominate highly qualified skilled workers from the federal Express Entry pool who will be long-term members of the Ontario workforce.
It allows foreign workers with the essential skilled work experience, language abilities, and education to apply to live and work permanently in Ontario.
