Canada’s immigration increased by 4.3%, likely to surpass the annual target

Canada’s immigration increased by 4.3% to 33,570 new permanent residents in October, following four months of decline, according to Immigration, Refugees and Citizenship Canada data. This is a slight rise from September’s low of 32,180. 

Immigration had rebounded from an April low of 29,550 to 46,000 in May but began a steady decline, reducing by 30.3% in five months. In the first ten months, Canada welcomed 388,035 new permanent residents. 

If this trend continues, Canada could reach its immigration target of 485,000 new permanent residents by the end of 2023. 

2024-2026 Immigration Levels Plan

The Honourable Marc Miller, Minister of Immigration, Refugees, and Citizenship, tabled the 2024-2026 Immigration Levels Plan today, November 1, 2023. This plan aims to encourage economic growth while balancing pressures in areas such as housing, healthcare, and infrastructure. It charts a responsible path for long-term and stable population growth.

With this Levels Plan, the Government of Canada maintains its target of 485,000 permanent residents for 2024 while also taking the final step toward reaching 500,000 in 2025. Beginning in 2026, the government will cap the number of permanent residents at 500,000, giving time for successful integration while continuing to bolster Canada’s labor market.
