On September 7, 2023, Manitoba held a new invitation round in the Manitoba Provincial Nominee Program (MPNP). In the new EOI draw 193, Manitoba has issued LAAs to 558 candidates, including 158 Express Entry candidates for this round.

Manitoba Provincial Nominee Program (MPNP) held invitation round under MPNP streams i.e. Skilled Workers in Manitoba (SWM) stream, Skilled Workers Overseas stream, and International Education Stream

Skilled Workers in Manitoba (SWM) stream
MPNP held a new occupation-specific candidate selection under the Skilled Workers in Manitoba (SWM) stream and invited 230 applicants who scored 595 points and above.
Manitoba also issued 236 LAAs in the regular SWM draw. The minimum score for the LAA in this category was 640 points, 6 points fewer than the previous draw.
Skilled Workers Overseas stream
In the Skilled Workers Overseas stream, MPNP issued 40 LAAs to candidates invited under the Strategic Recruitment Initiative. The lowest score in the SWO category was 724 points, the same as in the previous draw.
International Education Stream
52 invitations were issued in addition to the International Education Stream.
In 2023, MPNP invited 11,169 candidates, and 2,972 of them received invitations in the Express Entry.
Occupation-specific selection
Profiles declaring current employment in Manitoba in occupations specific as having essential labor needs based on Statistics Canada data were taken into consideration.
In this draw, occupations from the following National Occupational Classification (NOC) 2021 main groups were considered:
- 20 – Specialized middle management occupations in engineering, architecture, science, and information systems
- 21 – Professional occupations in natural and applied sciences
- 22 – Technical occupations related to natural and applied sciences
- 30 – Specialized middle management occupations in healthcare
- 31 – Professional occupations in health
- 32 – Technical occupations in health
- 33 – Assisting occupations in support of health services
- 40 – Managers in public administration, education social and community services, and public protection services
- 41 – Professional occupations in law, education, social, community, and government services
- 42 – Front-line public protection services and paraprofessional occupations in legal, social, community, and education services
- 43 – Assisting occupations in education and legal and public protection
- 44 – Care providers and legal and public protection support occupations
- 45 – Student monitors, crossing guards, and related occupations
- 50 – Specialized middle management occupations in art, culture, recreation, and sport
- 51 – Professional occupations in art and culture
- 52 – Technical occupations in art, culture, and sport
- 53 – Occupations in art, culture, and sport
- 54 – Support occupations in sport
- 55 – Support occupations in art and culture

What is the EOI draw in Manitoba?
The Manitoba Provincial Nominee Program (MPNP) conducts regular draws through its Expression of Interest (EOI) system to invite individuals in the EOI pool to apply to the MPNP in full. The Expression of Interest (EOI) ranking system applies to the Skilled Worker and International Education Stream pathways. The Business Investor Streams also have their own process for submitting an EOI. Submitting an EOI is the initial step toward obtaining permanent residency in Manitoba through the Manitoba Provincial Nominee Program (MPNP).
An EOI is not a formal application, instead, it’s an online profile. Anyone interested in applying to the MPNP must first submit an Expression of Interest (EOI). Candidates answer a series of questions online and are assigned EOI ranking points based on their answers.
