The Ontario Immigrant Nominee Program (OINP) conducted two new invitation draws under the Human Capital Priorities Stream On August 16, 2023.
In the first draw, the OINP issued 751 targeted Notifications of Interest (NOIs) to candidates with work experience in healthcare and tech occupations.
In the second draw, Ontario issued 2,084 targeted NOIs. Invited candidates’ CRS Express Entry score was between 473 and 516 points.
In total, the OINP invited 2,835 candidates in the two Express Entry Human Capital Priorities Stream draws.
In 2023, Ontario issued 31,247 invitations under all streams of OINP.

Details of the latest OINP Draw under the Human Capital Priorities Stream
Health and technology occupations were targeted in the Express Entry Human Capital Priorities Stream by the Ontario Provincial Nominee Programme in the immigration draws held from August 11 to 16, 2023. Individuals who may meet the criteria for Ontario’s Express Entry Human Capital Priorities stream received notifications of interest from the Ontario Provincial Nominee Programme (PNP). What is the Human Capital Priorities Stream?
The Express Entry Human Capital Priorities immigration stream in Ontario is part of the Ontario Immigrant Nominee Program (OINP). It allows foreign workers with the necessary skilled work experience, language abilities, and education to apply to live and work permanently in Ontario.
Before you can apply to be nominated for permanent residence by the Ontario government, you must have a valid profile in Immigration, Refugees, and Citizenship Canada’s (IRCC’s) Express Entry system and receive a Notification of Interest from Ontario.
What are the requirements for the Human capital Priorities Stream?
- You must choose which of the two federal programs you want to be evaluated against: Canadian Experience Class under the Federal Skilled Workers Program
- You must have at least one year of full-time paid work experience.
- You must hold a bachelor’s, master’s, or Ph.D. from Canada or the equivalent in another nation. If you finished your studies outside of Canada, you must receive an Educational Credential Assessment report to demonstrate that your education is equivalent to a Canadian credential.
- You must be able to understand, read, write, and speak English or French at a level 7 or higher on the Canadian Language Benchmark (CLB).
- When you migrate to Canada, you must have enough money to support yourself and any dependent family members.
- After being awarded permanent residence, you must plan for living in Ontario.
