On May 8, 2023, the Ontario Immigrant Nominee Program (OINP) conducted a new invitation draw under the Human Capital Priorities Stream. In the healthcare draw, the OINP issued 2,349 targeted Notifications of Interest (NOIs) to candidates with work experience in one of the in-demand occupations.
Those candidates’ CRS Express Entry score was relatively low – between 427-482 points.
The OINP invited candidates under 42 national occupational codes (NOC) in this draw. In 2023, Ontario issued 17,073 invitations under all streams of OINP, including 7,751 candidates under the Human Capital Priorities Stream.
In a PNP draw just a few days prior, on May 5, Ontario invited 1,863 candidates with CRS scores ranging from 475 to 482, breaking the previous record for the most number of invitations.
Express Entry profiles created through the Human Capital Priorities (HCP) stream between May 8, 2022, and May 8, 2023, are receiving invites since yesterday.

The following National Occupation Classification (NOC) codes were the ones for which employment experience was required of invited candidates under the Human Capital Priorities Stream:

- NOC 31100 – Specialists in clinical and laboratory medicine
- NOC 31101 – Specialists in surgery
- NOC 31102 – General practitioners and family physicians
- NOC 31103 – Veterinarians
- NOC 31110 – Dentists
- NOC 31111 – Optometrists
- NOC 31112 – Audiologists and speech-language pathologists
- NOC 31120 – Pharmacists
- NOC 31121 – Dietitians and nutritionists
- NOC 31201 – Chiropractors
- NOC 31202 – Physiotherapists
- NOC 31203 – Occupational therapists
- NOC 31204 – Kinesiologists and other professional occupations in therapy and assessment
- NOC 31209 – Other professional occupations in health diagnosing and treating
- NOC 31300 – Nursing coordinators and supervisors

What is the Human Capital Priorities Stream?
The Ontario Immigrant Nominee Program (OINP) has an immigration stream called Express Entry Human Capital Priorities.
It allows foreign workers with the necessary education, work experience, and language skills to apply to live and work permanently in Ontario.
Before you can apply online to be nominated by the Ontario government for permanent residence, you must have a valid profile in Immigration, Refugees and Citizenship Canada’s (IRCC) Express Entry system and obtain a Notification of Interest from Ontario.
