Canada will not repeat TR2PR pathway draws after the recent announcement of immigration levels, Sean Fraser, Minister of Immigration, Refugees and Citizenship Canada (IRCC), answered questions about the TR to PR pathway. In April 2022, Canada announced a new pathway, enabling existing temporary residents and workers to convert to permanent residents. 

The immigration minister stated that the current immigration levels plan did not include the TR to PR pathway repeating, which was designed to respond to the COVID-19 pandemic. TR to PR was designed to help Canada reach its immigration goals and support its economic recovery.

 

 TR2PR Pathway

Canada announced the TR to PR Pathway in April 2021. The program allowed essential workers and international graduates in any field to apply for Canadian permanent residence. IRCC received over 80,000 applications before closing the program in November 2021.

This prevented many foreign workers in Canada from staying permanently. Canada plans to extend post-graduation work permits, but details are lacking.

Canada is trying to meet 2022 and 2023 immigration targets. Foreign skilled workers, temporary workers, and international students should have a new Canada TR to PR pathway.

Canada’s Immigration Levels 2022-2024 plan seeks 1.3 million permanent residents. IRCC releases a new Immigration Levels Strategy each year to guide its operations.

Canada’s immigration system follows its level plan. It records Canada’s federal, provincial, and territorial immigration targets. IRCC then adjusts operations to attract, settle, integrate, and retain new visitors.
