On September 27, 2023, Statistics Canada reported that the number of temporary residents in Canada has increased by nearly 700,000 year-on-year as of the second quarter of 2023. This number is expected to reach 2.5 million by the end of 2023.
Many of these temporary residents seek Canadian Permanent Residency (PR) through Canada’s economic immigration options. However, the number of PR spots available is limited compared to the number of temporary residents in Canada.
Canada has set an annual target of 465,000 for all immigration programs in 2023, with a target of over 500,000 by 2025.
Number of Temporary Residents in the Provinces
Out of all the categories, Ontario has the most temporary residents—nearly one million.

A temporary resident is a foreign national who is legally permitted to enter Canada for a specified period of time.
When a foreign citizen is granted temporary resident status, it means that they have met the legal requirements to come and/or remain in Canada as a visitor, student, worker, or temporary residence permit holder. Only foreign nationals who are physically present in Canada can obtain temporary residence status.
