On September 19, 2023, the OINP Masters Graduate and Ph.D. Graduate streams issued 537 invitations to apply (ITAs). The minimum score of this round was 41 points, three points fewer than it was in the previous draw.
In addition, on September 19, 2023, Ontario also invited 71 candidates under the PhD Graduate Stream. The minimum score for this draw was 40 points.
The profiles of selected candidates were created between November 22, 2022, and September 19, 2023.

Ontario Expression of Interest Ranking System
In the Ontario Expression of Interest ranking system points are given for the following requirements:
- Level and field of education and where they completed their studies.
- English or French proficiency is required.
- The desire to live outside of the Greater Toronto Area.
- Level of skill and work experience, earnings history, and other criteria essential to job prospects in Ontario.
- The province’s or region’s labor market requirements.
What are the average application processing times for the OINP?
On September 19, 2023, Ontario updated the average processing time in the Ontario Immigrant Nominee Program (OINP). Currently, the processing time for:
- Express Entry Skilled Trades Stream, Express Entry French-Speaking Skilled Worker Stream, and Master’s Graduates Stream is 60-90 days.
- Processing times for Ontario’s Express Entry Human Capital Priorities Stream is 70-100 days.
- The average application processing times for Employer Job Offer: In-Demand Skills Stream, Employer Job Offer: Foreign Worker Stream, and Employer Job Offer: International Student Stream is 90-120.
- The average processing time for Ph.D. The Graduate Stream is 30-60 days.
- The processing time for Ontario’s Expression of Interest (EOI) Assessment in the Entrepreneur Stream still requires less than 30 days, and
- the application processing depends on the complexity of the business nomination application
