On March 20, 2023, the Government of Manitoba held the twelfth draw for Ukrainian candidates. In this draw, the province invited 34 candidates through the Manitoba Provincial Nominee Program (MPNP). In total, the province invited 2,214 candidates in 2023, including 68 Ukrainian nationals.
Details of the 12th draw for Ukrainian candidates
To be eligible in the draw for Ukrainian Candidates, applicants must be:
- Ukrainian citizens,
- have a minimum of CLB 4 in each language band,
- have connections to the province (close relatives, community ties, previous employment, or studies in Manitoba),
- score at least 60 points in the EOI registration points grid, and
- possess a valid language test in one of the official languages.

The province of Manitoba has welcomed more Ukrainian refugees than any other in Canada, per capita, and it continues to be a national leader in offering a complete range of settlement support and services.
In order to help Ukrainians as they visit Manitoba, the provincial government will continue to cooperate with the Ukrainian Canadian Congress (UCC), other Ukrainian-Canadian organizations, non-profit organizations, and the business sector.
Manitoba Provincial Nominee Program (MPNP)
A provincial nominee program is the Manitoba PNP (MPNP). It allows the Manitoba government to hire skilled workers. The employees are hired to help the province meet its financial and labor market requirements. This program enables individuals to gain Canadian permanent residency.
